The delivery point ID is a unique reference number for a CAF address
Declaration Syntax

Remarks
Like the CAF ID, the delivery point ID uniquely identified an address, but not a specific version. The delivery point ID is guaranteed to remain the same when an address is updated. The delivery point ID is functionally equivalent to the UPRN in BS7666.
